Org. Setting and Reporting

This position is located in the Internal Audit Division of the Office of Internal Oversight Services. The Auditor reports directly to the Senior Auditor/Chief of Section or to auditors in charge (team leaders).

Responsibilities

Within delegated authority, under the supervision of the Chief of Section, the incumbent will be responsible for the following:

• Lead audits/special reviews with respect to large and complex information and communications technology (ICT) operations.
• Identify and allocate tasks, coordinate/monitor work, control audit/assignment resources, and consolidate results.
• Prepare risk- based audits/reviews. Plan/programme in accordance with the Office of Internal Oversight Services' (OIOS) standards.
• Supervise and coach staff throughout the audit/review to ensure conformity with OIOS’ standards.


• Document, evaluate and test systems and controls to determine their adequacy and effectiveness in ensuring (i) compliance with policies and procedures, (ii) accomplishment of objectives, (iii) reliability and integrity of information, (iv) economical use of resources, and (v) safeguarding of assets.
• Prepare working papers for review by Chief of Section.
• Develop and discuss findings, agree on recommendations and time lines for corrective action with responsible managers.
• Draft audit reports for Organization-wide consumption, including senior management and the General Assembly.
• Present audit results to senior management of the Internal Audit Division and senior management of the operation audited.
• Monitor the status of audit recommendations.
• Appraise adequacy of follow-up actions taken on audit findings and recommendations.
• Maintain and update audit programmes.
• Monitor information standards and guidelines including testing paradigms.
• Keep abreast of developments in the field and determine the need for testing and evaluating new products and technologies.
• Participate in preparation of the work plan.
• Travel to various duty stations as required, including to hardship locations.
• Perform other related duties as determined by Chief of Section, Deputy Director or Director.

Education

Advanced university degree (Master’s degree or equivalent) preferably in finance, accounting, business administration, information systems or related area. A first-level university degree with a relevant combination of academic qualifications, certification and experience in ICT auditing or related areas may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible professional experience in ICT audit, finance, business administration, information systems or related area, including at least 2 years in ICT audit. Demonstrated knowledge and experience with industry standard system development lifecycle practices is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French or another UN official language is an advantage.
