Org. Setting and Reporting

This position is located in the Competition and Consumer Policy Branch, Division on International Trade and Commodities, United Nations Conference on Trade and Development.

Responsibilities

Under the guidance of the Chief of Competition and Consumer Policy Branch, Division on International Trade in Goods and Services, and Commodities (DITC), the incumbent carries out the following duties:
Participate and advise in the formulation, organization and management of mandated programmes of economic analysis and the formulation of possible economic strategies, policies and actions for adoption by the international community.


Supervise a team of staff economists/lawyers undertaking this work.
Commission economic studies and analyses that cannot be undertaken internally.
Conceive, plan and manage expert group meetings, seminars and similar consultations that contribute to the section's outputs.
Prepare speeches for senior staff and make presentations on competition issues for specialist, non-specialist audiences. Intergovernmental support.
Provide direct substantive support on development issues to the United Nations Conference on Trade and Development (UNCTAD), the UN Review Conference on the UN Set on Competition, the Commission on International Trade in Goods and Services, and Commodities, the Commission on Investment , Technology and Enterprise Development, the Inter Governmental Group of Experts on Competition Law and Policy and other subsidiary bodies by offering strategic advice, giving technical guidance and assisting in developing a consensus.
Conceive, plan and manage the Branch's capacity building and technical assistance programmes; Represent the organizational unit at international, regional and national meetings on development issues. Technical cooperation.
Develop and maintain relations with senior officials of member governments and ensure a response to requests for advice and/or assistance on economic issues and policies.
Negotiate with donor and recipient governments on technical assistance programmes and projects.
Organize and coordinate cooperation among Member States on economic programmes or issues.
Lead, participate in technical cooperation missions. Programme support - Manage the section's staff performance and contribute to the formulation of the medium-term plan, the programme of work and the budget of the unit and participate in the formulation of the organization's overall programme of work and other similar endeavours.
Perform other related duties as required.

Competencies

PROFESSIONALISM: Proven technical expertise in competition issues including legal and economic analysis. Planning and organizing - Ability to organize and service inter-governmental bodies and technical meetings. Proven ability to plan and organize work of a unit, requiring an in-depth understanding of its strategic direction and ability to integrate the work of the unit/section into the division's work programme.
COMMUNICATION: Effective written, oral and presentation skills, particularly ability to present information on complex legal and economic aspects of competition in a concise and accurate manner; ability to develop consensus among people with varying points of view; ability to defend difficult issues and positions to senior officials; ability to provide advice and guidance to others, particularly junior staff.
TEAMWORK: Excellent interpersonal skills and ability to operate effectively across organizational boundaries; ability to establish and maintain effective working relations with people of different national and cultural backgrounds with respect for diversity.
LEADERSHIP: Creativity, vision and judgement; ability to manage the work of a unit effectively and to take responsibility for line management.
Strong public relations skills. Ability to deliver speeches and to lecture at international conferences in English and French.

Education

Advanced university degree in economics or law. The formal education should cover economic and legal policy issues related to the formulation and enforcement of competition law and policy and related development issues.

Work Experience

At least 10 years progressively responsible relevant post-graduate experience involving the application of principles and concepts of economics in various contexts, particularly in the application of competition law or regulation at the national or regional levels. A thorough knowledge of the UN Set of Principles and Rules on Competition and the UN Model law on competition is required. Proven experience in the formulation and the execution of capacity building activities is required.

Languages

Fluency in spoken and written English and French . Knowledge of a third official UN language a very important asset
