This position is located in the Compensation and Classification Section, Human Resources Policy Service, Office of Human Resources Management. The Human Resources Officer reports to both a more senior Human Resources Officer and the Chief of Section.

Responsibilities

COMPENSATION: (1) Conduct and coordinate salary surveys assessing the labour market at Headquarters and in the field and establish salaries and related allowances for locally-recruited staff. (2) Participate in post adjustment surveys; (3) Plan a programme of workshops and undertake workshops on compensation related issues; (4) Provide advice on interpretation and applications of policies, regulations and rules pertaining to compensation related issues.

CLASSIFICATION: (1) Undertake classification analysis of jobs in the Professional and above category, the General Service and related category, and the Field Service category; (2) Provide guidance to programme managers on the application of classification policies and procedures and undertake whole office reviews; (3) Plan and undertake workshops on job classification.

GENERAL: (1) Provide advice and support to managers and staff on human resources related matters; (2) Prepare special reports and participate and/or lead special human resources projects; (3) Keep abreast of developments in various areas of human resources management; (4) Assist in preparing policy papers, positions papers and briefing notes related to conditions of service, compensation and job classification; (5) Make presentations and formulate arguments or explain positions, policies or procedures on compensation, classification and other related subjects in workshops and meetings including consultations with staff representatives, staff members, departments and offices within the United Nations.

Education

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in human resources management, administration or related area. Experience with Microsoft Office applications.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is essential. Knowledge of another official UN language is an advantage.
