Responsibilities
The post will be with the United Nations - African Union Peacekeeping Mission in Darfur (UNAMID), a peacekeeping operation jointly sponsored by the UN and AU and whose mandate is to support implementation of the Darfur Peace Agreement (DPA) and subsequent agreements, prevent disruption of their implementation, prevent armed attacks, and protect civilians without prejudice to the responsibility of the Government of Sudan.


Within delegated authority, the Human Rights Officer will be responsible but not limited to the following duties : Review, monitor and evaluate activities relating to the implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the UN Human Rights Council; Prepare relevant human rights parts of reports on the status of ratification of human rights instruments, etc.; Meet regularly with the peacekeeping team including UN staff, national officials as well as Military and Police officers to plan projects and review project activities; Work with UN and non-governmental programmes in Darfur to integrate human rights, including gender considerations, in their programs; help design and implement the human rights program and design the organization and focus of the evaluation; Ensure up-to-date information regarding substantive matters in the field of human rights and make recommendations on actions to take; Make contact with other sectors of the UN, other international organisations and governments on coordination and policy matters; brief representatives and provide, as appropriate suggestions and recommendations; Assist Sudanese military and police to develop and implement a training program in the field of human rights, international humanitarian law, democracy and the rule of law; Serve as coordinator of substantive unit when requested, with responsibility for carrying out, in consultation with the Chief of the Section, work coordination and administrative functions relating to the staff, planning and budget; Train and supervise new/junior staff as workload; Perform other related duties as required.

Competencies
Professionalism - Comprehensive knowledge of and exposure to a range of human rights issues, to include approaches and techniques to address sensitive and complex problems; very good knowledge of institutional mandates, policies and guidelines related to human rights; very good knowledge of the region or country of assignment, including the political environment and legal statutes as they pertain to human rights; demonstrated ability to complete in-depth studies and reach conclusions on possible causes and solutions to human rights problems in specific societies and systems; skill in training civil authorities and members of advocacy groups to recognise warning signs of civil unrest and take preventive action to avert hostilities; ability to relate human rights issues and perspectives, including gender issues, to political, social, economic and humanitarian programmes in affected countries and areas. Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations. Communication - Excellent communication (spoken and written) skills, including the ability to convey complex concepts and recommendations at senior levels, both orally and in writing, in a clear, concise style; Discretion and sound judgment in applying expertise to resolve complex and/or sensitive issues. Technological awareness -Good computer skills, including proficiency in word processing, spreadsheets, IMIS, other and relevant software packages. Teamwork - Ability to interact and to establish and maintain effective working relations both as a team member and team leader, with people of different national and cultural backgrounds.


QUALIFICATIONS

Education
Advanced University Degree (Masters or equivalent), preferably in law, political science, international relations or other disciplines related to human rights. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of advanced university degree.

Work Experience
At least 7 years of progressively responsible experience in the field of human rights, including in the cause and resolution of human rights conflicts in accordance with international standards. Experience in field and headquarters locations at national and international levels, is highly desirable. Knowledge of Sudanese politics and history including related to Darfur is also desirable.

Languages
Fluency in spoken and written English is required. Knowledge of Arabic is highly desirable and fluency in another UN language is an advantage.

Other Skills
