The position is located in Umoja in the Department of Management in New York. The Programme Management Officer (Planning) reports to the Senior Programme Management Officer, Programme and Project Management.

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties:

1. Provides process improvement expertise in the area of programme planning: programme planning in a Results-based management framework, integration with budget formulation, and integration with project proposal development and cost planning.

2. Prepares various written outputs, including process design and business procedure documentation, relating to the following business processes for the United Nations: programme planning in a Results-based management framework, integration of programme planning with budget formulation, and integration of programme planning with project proposal development and detailed cost planning; develops related functional specifications, background and analysis papers, and contributes to related reports and studies.

3. Conducts workshops, facilitates subject matter expert focus groups, prepares surveys and leads conference room pilots as needed.

4. Participates in ERP package configuration design, mapping of the desired business processes to the ERP functionality, and documentation of any customisations or enhancements identified to fulfil the process design requirements; participates in the analysis of scope, and the most suitable methodologies, for the conversion of various types of data in the global secretariat; identifies key issues in preparing data for conversion and actively contributes to strategies and plans to support the preparatory efforts of stakeholders; collects, develops and validates business rules related to the data cleansing, data enrichment and / or data transformation processes through establishing effective consultative mechanisms with representatives from the business community, while supporting the identification of available technology support and relevant commercial integration services.

5. Participates with subject matter experts and other users in performing audit processes to validate data accuracy, integrity and consistency throughout the data conversion processes; contributes to the development of testing scenarios with relevant UN-specific test data, and participates, with subject matter experts and other assigned users, in the completion of all relevant testing phases (unit tests, link tests, integration tests) for the designed business process model.

6. Supports the identification of project issues, and contributes to their tracking and resolution in a timely manner; acts as a focal point for communication of requirements, expectations and issues between the client and stakeholder communities and the integration consultants throughout all phases of Umoja, with escalation to the Umoja leadership as required.

7. Contributes to the development of the training plan, and training materials, in coordination with other Umoja functional tracks; supports all roll-out activities, specifically for the programme management planning processes, and more broadly for the solution design for Umoja.

8. Performs other tasks as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in the development of programmes, their subprogrammes and objectives in line with a Results-based management framework, with an experience in the rules and regulations governing budget formulation and budget execution, in an administration or related area within the UN is required. Experience in ERP systems or in developing organizational wide IT system initiative is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language, preferably French is desirable.

Special Notice

Appointment of the successful candidate on this position will be limited to the initial funding of the post. Further extension is subject to budgetary approval. Appointments of staff members in the United Nations are subject to the authority of the Secretary-General. Staff Members are expected to move periodically to new functions in accordance with established rules and procedures, and may in this context be reassigned by the Secretary-General throughout the Organization based on the changing needs and mandates.
