The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This post is located in the UNEP, Executive Office, Corporate Services Section (CSS) at the Nairobi duty station. Under the direct supervision of the Chief, CSS, the incumbent will be responsible for the following:

Responsibilities

1. Conceptualize, develop strategies for and oversee the design and implementation of UNEP-wide Information and Communications Technology (ICT) initiatives in accordance with the Organization's approved ICT Governance Framework in the areas of knowledge management, resource management and infrastructure management. 2. Manage and oversee multiple, concurrent and often disparate tasks for ICT projects that often involve innovative applications, dissimilar systems, as well as databases and highly complex system integration and linkages, with internal and external stakeholders. 3. Provide authoritative technical and policy advice to the senior management team and ICT working groups on systems development and the implications of various alternatives, on business publications and other related issues; Identify and plan for future needs; Develop and disseminate best practices. 4. Lead and direct a team of information systems officers and assistants; Oversee activities for a discrete work section; plan and allocate work assignments; Coach, mentor, and evaluate staff; Participate in the recruitment and selection of new staff. 5. Develop and monitor performance measures; Ensure that projects meet established time and cost parameters and standards of technical quality. 6. Prepare and monitor the budget, work programme, and spending plan for all UNEP-wide ICT initiatives. 7. Develop innovative solutions to resolve intricate problems that impact a critical area of the organization's work. 8. Ensure the development of standards, procedures and practices to ensure a stable and effective ICT environment. 9. Perform other related duties as assigned.
