Responsibilities

The incumbent plans, organizes and conducts investigations into allegations of misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources, or violation of rules, regulations and administrative instructions of the UN. The Pooled Fund in DRC was established as a pilot in 2005 and became fully operational in 2006. It supports the Humanitarian Action Plan (HAP) channelling resources to humanitarian assistance. It aims to increase the effectiveness of the humanitarian response by ensuring a timely and needs-based allocation of available resources. The fund is under the overall responsibility of the Humanitarian Coordinator (HC). Since its inception, the Pooled Fund has become the largest single source of funding of humanitarian assistance in the Democratic Republic of Congo (DRC). UN Agencies and international and national NGOs have access to the fund through a participatory and inclusive decision making process, in which clusters and provincial inter agency standing committees play a crucial role. UNDP (United Nations Development Programme) and OCHA (Office for the Coordination of Humanitarian Affairs) manage the fund and ensure secretariat function through a Joint Pooled Fund Support Unit. The Humanitarian Affairs Officer / Head of Joint Pooled Fund Unit will lead the Joint Pooled Fund Unit (24 staff) in Kinshasa and report directly to the HC and the OCHA Head of Office (HoO). The OCHA component of the Joint Unit further facilitates CERF allocation process and reporting.
